Looks like Sets is not coming to Windows 10 any time soon.

The Verge was informed that the upcoming Windows 10 feature, tabbed apps, is not coming to Windows any time soon. Reason is that Microsoft wants to further improve Sets. It was removed from the Windows 10 test build, 17704, but it will be back.

Microsoft’s Dona Sarkar explains…

Some of the things we’re focusing on include improvements to the visual design and continuing to better integrate Office and Microsoft Edge into Sets to enhance workflow.

Sets aims to improve your workflow, since it is designed to group similar apps and tats into an activity set. The intent here is to bridge the gap between websites and apps.

It is a good thing that Microsoft did not promise Sets in the next update, since it gives them time to polish the feature.
